He is a flamboyant nightclub owner sent to Oz for throwing acid into a transvestite's face. He enters Oz late in the show with the intent of manipulating his way into Oz's drug trade. His ultimate plan is to get everyone in Oz hooked on his drug tablets and become the new kingpin of Oz's drug scene.
He is well connected, having connections to the Mafia on the outside, which makes him friendly with the Italians in Oz. Being Latino, he is also friendly with El Norte - particularly Miguel Alvarez, for whom he takes enjoyment in antagonizing.
He is also known for his 'colourful' outfit selection.
Upon arrival in Emerald City, Torquemada immediately takes leadership over the other gay inmates and begins trying to make a name for himself in Oz with his own special drug tablets called "Destiny" or "D-Tabs". He tries to recruit Miguel Alvarez as his partner for distributing the drugs but Alvarez turns him down, citing that his parole hearing is approaching soon.
Later, Torquemada approaches Chucky Pancamo for partnership using his connection through Pancamo's nephew, Angelo. Even though initially turned down by Alvarez, Torquemada continues to bother him with occasional passes. Eventually, Torquemada and Alvarez are placed in the same cell, but Alvarez makes it clear that he isn't going to be Torquemada's prag.
The following night, Torquemada explains to Alvarez that he is a virgin and that he is only passionate about providing an environment for people to rave and express their sexuality. Since his parole had been denied, Alvarez gives in to Torquemada's advances. He takes the "D-Tabs" offered by Torquemada and seeps into a drug-induced delirium. Torquemada is last seen with Tony Masters while on a bus following the evacuation of the Oswald State Correctional Facility, due to the unknown substance released in the mail room.
